In compliance with the provisions of paragraph 3 of article 59 of Law no. 11/2022 , which revises the Law on the Prevention and Combating of Money Laundering and Financing of Terrorism and in article no. 13 of Law no. 16/2018 of 28 December , which establishes the specific legal regime for Foundations, the Manhiça Foundation, a private law and public utility entity, is obliged for transparency purposes to publish the information contained in this Transparency Portal.

Legal Recognition

The Manhiça Foundation, managing entity of the Manhiça Health Research Center, is a private, non-profit, public utility legal entity with legal personality and administrative, financial, and patrimonial autonomy. It is governed by the updated statutes published in the Official Gazette of July 13, 2022, Series III – Number 134 , which is considered proof of the Foundation's recognition. Resolution No. 16/2007, approved by the Council of Ministers on March 27, 2007, grants the Foundation the status of legal entity with legal personality and the Public Utility Statute.

Organizational structure

The Board of Directors is the Foundation's highest management and decision-making body and is made up of the founders and patrons, currently comprising 7 (seven) members.
The Manhiça Foundation, as described in the Articles of Association, has as its founders:

  • The Mozambican State;

  • The National Institute of Health;

  • The Kingdom of Spain;

  • The Fundació Clinic per la Recerca Biomédica (The Fundació Clinic per la Recerca Biomédica, by resolution of the Board of Patrons on 14 November 2014, renounced all its rights as a founding member, including its participation in the Foundation's governing bodies).

  • Dr. Pascoal Mocumbi is an Honorary Founder due to his relevant contribution to the formation of the Foundation.

Patrons are individuals or legal entities, without restriction on number, who express an interest in contributing to the achievement of the Foundation's purposes, through a written proposal from the candidate, signed by a Founding Member and approved by the Board of Directors.


Patrons will be included in the honorary or associate categories.

They are bodies of the Foundation

  • The Board of Directors;

  • The Executive Committee;

  • The Scientific Council;

  • The Supervisory Board.

Strategic plan

The current Strategic Plan (2021-2025) guides the center's activities across its various research and functional areas, enabling effective collaboration with all stakeholders. CISM's strategic commitment axes were established in line with national health priorities in Mozambique, which has an epidemiological profile characterized primarily by infectious and communicable diseases. To this end, this Strategic Plan defines five priority research areas, three of which focus on major endemic diseases ( Malaria , Tuberculosis and HIV/AIDS , and Neglected Bacterial, Viral, and other Tropical Diseases ), two representing major disciplines ( Maternal, Sexual, and Reproductive Health and Population Studies ), and one category of Other Areas (Environmental Health and other emerging entities).
